3. Development of Safety Infrastructures for the Petroleum Industry
JPEC started a program for developing safety infrastructures for the petroleum industry in fiscal 2005. This program aims at supporting safe and consecutive operation of refineries and avoiding accidents so that stable supply of petroleum products is ensured. The second phase of the four-year program, which was launched in fiscal 2008, is now under way. The program mainly consists of two parts. First, PEC-SAFER, the safety support database created in the first phase of the program, is improved by increasing data and upgrading the database system. For this purpose, data on accidents are collec-ted and analyzed, and web-based learning resources are prepared. Second, up-to-date information on safety is processed to make it useful to refineries.
